bwa ha ha ha....dear jean, it seems padaca will never do any good for us isabelinos because you seem to contend that dy is the be-all and end-all of our beloved province. we might be clamoring for things that are way beyond padaca or anyone of us. the whole system sucks, kumare. and padaca is just one of those brave few who dared to conquer the brothers. what have the dys done? infra? services? those infrastructures built during their term are not built because of they are good hearted and truly for the people - they were built (inutang) because were intended to be milked by kamag-anak incorporated. substandard naman lahat. madaling mabakbak. anakngputra! and nothing is left in the coffers! that is bad governance! spending beyond means had been dy&#039;s legacy.

but then, padaca should overcome difficulties. three years would be enough for study, experiments and paying dy&#039;s heavy debts. time to pay back. 

i commend padaca for her democratic governance, her weekly ugnayan but she could do more - maybe do some pulong-pulong sa mga baryo and be felt. 

ok din ang health card expansion but mas ok kung dagdagan ng libreng medisina sa mga rural health centers. i still can&#039;t forgive the dys for the closure of smaller hospitals just so he could distribute health cards. Papogi lang yon. Much better if the hospitals would have enough medicines kahit man lang pang-emergency, madagdagan ng laboratory equipment, at masuportahan muli ng kapitolyo ang mga maliliit na ospital. those units are not suppose to earn anyway. they are suppose to deliver health services to those who have been deprived of such govt services. so go on, buhusan ng pondo. so much for the sins of omission and commission (isama mo na ang lagay) ng mga dys. 

dahil naitayo naman na ang mga schools (di ba zero backlog nga si dys, totoo nga ba? naiutang na ni dy ang budget ng education for the next ten years!) then funds for local school board teachers must be upgraded - dagdagan ang suweldo. natl got had been remiss in providing quality education to our children, then padaca might as well hire more but pay more to these poor teachers who receive only P3,000 a mo! gawin nang minimum wage na 12,000 a mo! 

agriculture - very good din ang paggamit ng mga traktora ng kapitolyo but then, kulang pa. 

corruption - wala nang macorrupt, ha ha ha, matalino ang mga dy eh. naisangla na nga ang kaban. noon, sila ang proponent, sila ang bidder, sila ang contractor at evaluator. matuk mo, jean? ngayon, wala na yon eh, lahat nakatingin. prove one and i will rally behind you. with evidence lang, i don&#039;t patronize hearsays.

marami pa. padaca has put us in the map of new politics. am proud of being an isabelino once again. ang mahirap, we don&#039;t seem top appreciate it.  parang numb na ang utak natin sa corruption ng mga dy and had become a natural phenomenon. inured na tayo sa mafia-style dy leadership. kasi galante yon. as against padaca na kuripot. siguro dahil auditor siya hano? ha ha ha. anyway, ok na ang kuripot kaysa sa kurakot.

for what it is worth, i was just wondering also how padaca was able to win your loyalty.  anyway, i am not a dy loyalist.  i was just wondering, with all these ideals and seeming good deeds of padaca, you cannot mention anything concrete still.  

i do want to be convinced but people are missing the point of the discussion.  it was not meant to disuade but more importantly, it was meant to open the avenue for a more intellectual and realistic discussion.</description>

I agree with you. All of those anomalies that were thrown against Padaca are purely black propaganda. If Jean asks me what Padaca has accomplished in 3 years, I will say that she is building honest governance. Good governance starts by eradicating the system prone to graft and corruption which &#039;insider&quot; has eleborated. That doesnt happen overnight. The achievements may not yet be visible but great things start from below. She is on the right track as she did away with the DYnasty&#039;s old system wherein only their cronies and dummies were rewarded with million peso projects.

In 2004, it was obvious that the DYs were the ones who ordered the burning of the townhalls of San Mariano and Jones in the hope that the votes there will not be counted. 

You should also take note that the DYs incurred 750 million debt for the province for their projects which were anomalously anomalously awarded to contractors who are known to be their dummies. In the Ilagan Hospital for instance, the contractor of the overpriced elevator and paging system was awarded to Ben Dy&#039;s son. The free medicine that the DYs were bragging about were supplied to the province by a company known to be owned by a dummy of Jun Dy. There were no biddings involved and hence they were able to manipulate the costs being paid by the provincial government. There are tons of papers that could prove this and other anomalies.</description>

re: media. both parties has been using the media now, padaca is not the only one using it. they are both using these to prove their allegations of cheating so i don&#039;t see something wrong with it. i will be even more suspicious if there was a news blackout on the incidents happen. all right, everyone can cheat, but who has the capacity of doing so is another matter.
